The Search for The Outstanding Councilors of the Philippines (TOCP)

JCI Philippines was again designated by the Philippines Councilors League (PCL) as the organization who will administer and manage this year’s search for The Outstanding Councilors of the Philippines (TOCP). 2009 National President Fulbert C. Woo was in Davao City during the signing of Memorandum of Agreement and Launching at the Garden Tent, Waterfront Insular Hotel.
It was in 2006 during the incumbency of PCL National President Carlo Pontico Fortuna and JCI Philippines National President Ismael Penado when the idea of to give due recognition to Philippine Councilors for their outstanding achievements and meritorious service was conceptualized. Recognizing the importance to bestow such national award, the proposal was readily approved and adopted by their respective national boards, thus, The Outstanding Councilor of the Philippines (TOCP) Award was born. TOCP is now on its 2nd implementation and has become a strong partnership between the Office of Senator Edgardo J. Angara, the Philippine Councilors League (PCL) and JCI Philippines.

TOCP 2009 is now open for nomination and nomination forms are available at the JCI Philippines Headquarters or at the PCL National Office, 4th Floor, DILG Building, A. Francisco Condominium II,  EDSA, Quezon City. There will be a regional search to choose at least 17 Finalists who will qualify for the National Finals where the 10 Winners will be chosen and who will be awarded with P100,000.00 worth of projects each.

Deadline of Submission is on September 15, 2009. JCI Local Organizations will be given three (3) points per nominee maximum of six (6) in the JCIPEA. Present at the launching of TOCP Search last June 26, 2009,   during the Philippine Councilors League (PCL) 2nd National Executive Board Meeting in Waterfront Hotel, Davao City with more than 1,000 councilors in attendance led by their National President Victor V. Ferrer, Jr. and National Chairman and JCI Dagupan Past President Michael B. Fernandez, JCI Philippines National President Fulbert Woo, Past NP Ismael Penado, NVP Richard Tandoc, Past NEVP Wilson Gamboa and TOCP 2009 National Project Chairman Jose Jonathan Ealdama.

OBJECTIVES OF TOCP

To recognize the outstanding achievements of our nation’s councilors which have benefited significantly their constituents, the community and the country in both the cities and the municipalities. There search and the awardees will be divided among the following:

REGIONAL WINNERS -17 Finalists (At least 1 winner/region)
NATIONAL WINNERS -10 Awardees

To focus public attention and confer national recognition to these achievements and contributions.

To inspire others, especially the youth, with the recognition to these achievements and leadership of the awardees – leaders who have demonstrated vigor and innovativeness in tackling the problems of society and offering solutions;

To live the JCI Creed which states  “that government should be of laws rather than of men and that service to humanity is the best work of life“ and consider the same as a good measure of performance by the awardees.

While the other awards give recognition purely to humanitarian work, the TOCP Awards is uniquely given for outstanding leadership and excellent contributions to local legislation, governance and the nation at large.

AWARDS CRITERIA

The nominee is judged by his outstanding leadership, legislative excellence and in his service and contribution to the cause of his constituents, community and the nation at large. In essence, proof of nominee’s outstanding leadership and excellence in local legislation and the nominee’s outstanding services and contributions to community development constitute the basis for the TOCP Award.

Nominee must have complied with all the rules governing nomination contained at the back page of the official nomination form.

Nominee must be an incumbent councilor (1st to 3rd term or repeater) and must have engaged in local legislation with documented proof subject to verification by the TOCP Search Committee. Any person or organization can nominate one or more individuals.

Nominee must have been engaged in contributing to the cause of his constituents for a substantial part of his/her public life with documented proof subject to verification by the TOCP Search Committee.

Only Filipino citizens (including naturalized citizens) are eligible for nomination.  Nominees must not be a former TOCP Awardees.
